1) Michael is planning something with people, who know what they own want and have simple wishes. Mostly these simple wishes are consist of basic needs. Michael sees these people worth saving while killing the others. If Michael's profile on the series and his desire for a better world are to be considered, a second Nuh Flood theory comes to my mind.
Michael will cleanse the world by saving all kinds of simple minded beings and destroying others and so Michael fulfill his mission in his creation. After flood, i don't think Michael will want to be God. It is not appropriate to Michael's creation and boring in series. Castiel, Lucifer, Metatron, Darkness tried this in the previous seasons.
2) Sam's authoritarian and dark side revealed that the number of episodes is very small. These are special cases where demon blood is drunk. A demon who wanted to be king of hell on the stage where Sam fought demons to save Castiel, said some of the demons were afraid of Sam. In addition, Sam would do anything to save Dean, and the Hell's head is empty, suggesting that Sam could go to Hell's head.
How boring it is to try to replace God in the series, It would be impressive to see Sam as king of Hell.
